The former owner of the bankrupt “VAB Bank” Oleg Bakhmatyuk withdrew about $ 40 million from a financial institution a day before the temporary administration through the Austrian bank “Meinl Bank”, according to the National Bureau of Investigation of Ukraine.

This is evidenced by a statement about the crime, written in the name of Interior Minister Arsen Avakov by the liquidator “VAB Bank” Marina Slavkina.

“During the audit (the state of bank assets and liabilities — ed.), it was established that on April 26, 2012 the Bank (“VAB Bank”- ed.) opened correspondent accounts in “Meinl Bank AG”, Austria, number АТ 831924000100463694 in US dollars and number АТ 121924000000463695 in euro in order to carry out interbank transactions and other operations not prohibited by the legislation of Ukraine on the basis of the General Terms and Conditions posted on the official website of Meinl Bank AG, Austria. At the same time, it should be noted that the bilateral agreement between the Bank and Meinl Bank AG, Austria was not drawn up, did not sign the heads of banking institutions, did not certify with seals”, — the statement says about the crime.

In addition, in her statement, Slavkina notes that a day before the provisional administration was introduced into “VAB Bank” $ 39.5 million disappeared from his correspondent account at Meinl Bank AG.

“On November 20, 2014 from correspondent account number AT831924000100463694 in US dollars at Meinl Bank AG, Austria, 39,516,137 (thirty-nine million five hundred sixteen thousand one hundred thirty-seven) dollars 36 cents were written off on the basis of a memorial warrant. There are no supporting documents that would indicate the legality of debiting the above amount of funds from the account of PJSC “VAB Bank”, the purpose of the payment is unknown”, — the statement says.
At the same time, the applicant noted that the withdrawal of almost $ 40 million from the correspondent account of “VAB Bank” was made by unidentified persons, which could not have happened without the knowledge of the management of the financial institution.

It should be noted that at the time of withdrawing money and entering the temporary administration, the supervisory board of the bank was headed by the sister of Oleg Bakhmatyuk — Natalia Vasilyuk.

Marina Slavkina also said in a statement that Meinl Bank AG ignored all requests for information.

“Since the temporary administration was introduced into PJSC “VAB Bank” by the Deposit Guarantee Fund of individuals, to clarify the situation, the Bank sent requests to Meinl Bank AG, Austria with a request to provide information on the basis of which documents were written off from correspondent account number АТ 831924000100463694 in the US dollars, opened in their Bank, for a total of 39,516,137 (thirty-nine million, five hundred sixteen thousand, one hundred thirty-nine) US dollars 36 cents… As of July 01, 2015, Meinl Bank AG, Austria received no response to Bank inquiries”, — the statement reads.



Recall, on March 19, 2015, the National Bank of Ukraine decided to revoke the banking license and liquidate PJSC “VAB Bank” due to its insolvency. The financial institution was declared insolvent by the National Bank on November 20, 2014 and since November 21, 2014 the temporary administration has been working at the bank.

PJSC “VAB Bank” burst due to the huge concentration of the loan portfolio at the bank’s owner’s companies, Oleg Bakhmatyuk, that is, he actually sponsored his agricultural business with depositors’ money.
